Protection of wages - Case Study Example Protection of Wages: The General conference of International Labour Organisation, has been convened at Geneva on 8th June 1949.As per C95- Protection of Wages Convention 1949, the employee has several protections. Some of the relevant articles are discussed here:As per Article 4, National laws or regulations, collective agreements or arbitration awards may authorise the partial payment of wages in the form of allowances in kind in industries or occupations in which payment in the form of such allowances is customary or desirable because of the nature of the industry or occupation concerned. Under this article it is stressed that the allowance is required to be appropriate for the benefit of the employee and the amount of such allowance shall be fair and justified. In case an employer is paying some allowance to the employee, which is more than the justified payment, then the employer can deduct such payment.Article 8 states that the deduction from wages by the employer is permitted o nly under the regulatory control of the national laws or as decided by the arbitration award. Workers shall be informed about the most appropriate reasons and conditions applicable for such kind of deductions. It is obvious that no employer has the authority to deduct the wages if there is no such provision made by the national regulation or by arbitration. Without informing the reasons of deductions, the employer has no authority to deduct the wages. (â€Å"Protection of Wages Convention 1949†, n.d.)The legal restrictions on the deduction of payment are as follows: ... boarding, lodging as governed by the employment standards (d) advance pay recovery or erroneous pay correction (e) any deduction, agreed by the employee, which benefits the employee. An employee can deduct the cost of tools from the wages of the employee - (a) If it is a precondition in the employment that the employee must own the special tools, then the supply of such tools by the employer, makes the deductions from wages as an appropriate measure. (b) The employee may be using the tools for job at other employers. (c) The tools may be available from other suppliers but the employee bought it from the employer. The employer cannot make any deductions towards the safety and health legislation. Any equipment, clothing required to be worn by the employee for personal safety must be supplied by the employer at its own cost. Cost of safety equipments and clothing are directly beneficial to the employer, that's why they are not deducted from the wages of employee. ("Deductions from wages", n.d.) Equal Pay: Employers must offer equal pay to men and women irrespective of gender: (a) if they are employed for similar or "like work" (b) if the job evaluation treats both kind of jobs as equivalent. Poetrys Influences on the Harlem Renaissance Essay Racial equality has been the topic of many works for centuries. Many of those works weren’t written by those actually affected by inequality. During the 1920’s African Americans began to express their opinions on the issue more frequently through the arts. Poetry was among the most prominent forms of art used for spreading equality and justice. Poets like Langston Hughes, Countee Cullen, and Claude McKay wrote many poems that spoke on equality in society. African Americans felt betrayed after the civil war. They had given their lives and after the war nothing had changed (Cartwright, â€Å"The Harlem Renaissance†). They were still not treated equal and didn’t get paid as much as any other worker. During the 1920’s they started a cultural and racial movement in Harlem, New York called the Harlem Renaissance. The Harlem Renaissance was a time of growth of African Americans during the 1920’s. During this time ideas on equality and freedom spread through the African American community like wild fire. African Americans were expressing their emotions about racial equality in many different ways (Rau 167). Some chose poetry some chose painting or jazz. They used these arts to highlight the injustices they saw in their everyday lives. 1. Langston Hughes Langston Hughes is one the most well know poets of the Harlem Renaissance. Hughes was born in 1902 in Joplin, Missouri (Rampersad, â€Å"Hughes’s Life and Career†). His beginnings were more humble than most. At a very young age Langston’s Hughes parents divorced. After the divorce Hughes moved to Lincoln with his grandmother. This is where he began to write poetry (The Academy of American poets, â€Å"Langston Hughes†). Hughes ideals were closely based around his grandfather, who was a militant abolitionist (Rampersad, â€Å"Hughes’s Life and Career†) His poetry was influenced by many poets who shared his colorful writing style (The Academy of American poets, â€Å"Langston Hughes†). Hughes lived his life as he wrote, with passion. After high school Hughes spent a year in Mexico with his father who disliked his passion for writing and urged him to stop. At that time Hughes was beginning to get published in a number of places like magazines and children’s book. During this time he was noticed but W. E. B Dubois. Upon Hughes return to America he enrolled in Colombia University in New York. Hughes did not like the atmosphere at Colombia so after a year he left. After Columbia he moved to New York and began work on a freighter. This job took him to many places. He traveled to the coast of Africa, Spain, and Paris. ( Rampersad, â€Å"Hughes Life and Career†)He ended up staying in Paris for a couple of months this is where he began practicing a new style of poetry there. Hughes writing style was a lot different from the others. Throughout his life time Hughes wrote many poems that showed common experiences that all African Americans shared. Hughes never discussed the differences between his life and the lives of other Africans Americans. His poetry always showed the negative and positive sides of the African American experience. Hughes may have seen both sides of African Americans but when it came to issues between African Americans and Caucasians he had strong opinions. He (Rampersad, â€Å"Hughes’s Life and Career†) wrote many poems that touched on the controversial topics of that time. In poems like I, Too and The nergo speaks rivers Hughes talked about the struggles that African Americans went through. (Poetry Foundation and the National Endowment for the Arts, â€Å"Langston Hughes†). Hughes used his dislike for Caucasians often in his poetry. 2. Countee Cullen Countee Cullen might not have reached the fame that Langston Hughes has over the years but his poetry was just as influential. Countee Cullen was born in May 30, 1903 in New York when his grandmother died in 1918 Cullen was put under the custody of Reverend Fredrick A. Cullen. Cullen’s connection to the Salem Methodist Episcopal church through Reverend Cullen placed him in the center of black politics and culture at the age of 15. This gave him a more unconventional education. Instead of learning regular writing and math like other children his age he was taught about black ideals. Most of his education was provided by completely white influences. This gave him a well rounded look at racism. (Poetry Foundation, â€Å"Countee Cullen†). This was often shown in his writing. Cullen’s writing technique would never directly attack Caucasians like other poets during the Harlem renaissance. He was a new voice for the African Americans, one that was actually listened too Cullen graduated from New York University in 1925 as Phi Beta Kappa. At that time he was already writing some of the acclaimed poems published in books by Harper and Brothers: Color (1925), Copper Sun (1927). He won first prize in the Witter Bynner Contest in 1925. Graduating with a Harvard University M. A. egree in 1926, the poet traveled to France as a Guggenheim Fellow(A grant). Upon his return in 1928, he married Yolanda Du Bois, daughter of W. E. B. Du Bois. She divorced him two years later, saying that he told her he was sexually attracted to men. From 1934 on, Cullen taught English and French at the Frederick Douglas Junior High School, though he declined a Creative Literature invitation from Fisk University in Nashville. In 1940 he married an old friend, Ida Mae Roberson. (The Harvard Square Library, â€Å"Countee Cullen† He died in 1946 of gastrointestinal disorder Cullen’s upbringing helped his poetry reach both African American and Caucasian audiences. Cullen was able to do something most African American poets in the Harlem renaissance couldn’t and that was reaching both sides. Cullen was against the way that African Americans were treated but he also understood not all Caucasians had the same ideals. He was brought up with Caucasians in his life which causes him to show a less offensive type of poetry. Cullen’s poetry often presented the sad side of an African Americans life (Poetry Foundation, â€Å"Countee Cullen†). The poem The Little Brown Boy tells of the death of a young black boy (Nelson and Smethurst, â€Å"Countee Cullen poems†). This shows the method of persuasion he used. Countee’s poetry’s influence reached many and his voice spread far. 3. Claude McKay In 1889 Claude McKay was born in sunny vile, Jamaica to peasant farmers. His lower class up bringing taught him how to love himself and have pride in his African heritage. Similar to Cullen, McKay was unconventionally taught as well. McKay was home schooled by his older brother and neighbors. He studied romantics and many other European based things. In adult hood he moved to Kingston which would be the first time that he had actually experienced racism he was immediately disgusted with the way that African Americans were treated and returned home disgusted. Once he returned to sunny vile he published his first verse of poetry. (Academy of American Poets, â€Å"Claude McKay†) After hearing about Booker T. Washington’s Tuskegee institute he decided to move to Alabama and enroll. There he sees American racism for the first time. McKay took a lot of his influence for his writing from similar poets to Langston (University of Illinois, â€Å"Claude McKay’s Life†). As early as 1912 he had published his first volume of verse, Songs of Jamaica, which had been widely praised and had won a medal for poetry. McKay slowly decided not to return to Jamaica and stayed in America. In 1914 he left college and began work menial jobs typical of the African American in the Northern cities of America at that time. At different periods he worked as wheelwright, porter, dishwasher, waiter, and longshoreman. McKay didn’t take his jobs very seriously they were just a matter of earning enough cash to quit for a while and write. McKay’s interest in politics led him to the socialist like many other artist. He was associate editor of The Liberator, a socialist U. S. journal of art and literature. In 1923-24mckay went to Moscow, Russia to be a part of the Bolshevik Revolution. As a African American, McKay was used to show the soviets commitment to racial equality, and he was treated like royalty, being lavishly entertained and exhibited on platforms with the most famous revolutionary leaders. But McKay was skeptical of all this, though he had sympathy for the lives lost in to the Revolution. Claude traveled the world trying to find a peaceful place to write. He went to Morocco and France. In 1928 he published his famous novel, Home to Harlem, which was a national best-seller in the U. S. and was instantly a literary sensation. ( Though McKay reached great success in his life he died impoverished and unappreciated. Claude McKay’s experience with the racism in Alabama was the basis for a lot of his writing. McKay more geared towards the empowerment of blacks and less toward equality. McKay wanted to show that African Americans weren’t just equal but they were better. A lot of his poetry was written to show how much power African Americans had. (Academy of American Poets, â€Å"Claude McKay†) in the poem â€Å"If We Must Die† McKay writes about how African Americans must fight as hard as they can even if the end result is death. This poem says a lot about McKay’s style of writing. In the years after the Harlem renaissance African Americans expressed themselves more often than ever before. The Harlem renaissances effect on African Americans was obvious. Free ideas were flowing and battles were being fought for equal rights. In the thirties no one had much money so African Americans had even less opportunities for work. Each of these poets had a different style and finesse but there messages were all the same. They all grew up as African Americans and they all experienced racism in some way shape or form. They all took those situations and used them to empower those around them. Claude McKay, Countee Cullen, and Langston Hughes might have all had different writing styles but they all played a major role in the growth of African Americans in the United States of America.

Premarital Sex And Promiscuity Theories This essay will be discussing the topic of promiscuity and premarital sex from both Ellistons and Punzos theories. According to Punzo on Premarital sex, it is for two people to have engaged in a sexual contact/intercourse without having the full commitment but on the other hand, promiscuity according to Elliston it is to have sex with many different people without having any commitment. When comparing both, Punzo is seen as the conservative while Elliston is seen as supporting casual sex. Punzos theory is when two people are together having sex they both must be engaged in a deep commitment between the two people. On the other hand, Elliston is arguing that sexual intercourse doesnt require any thoughts or strong consideration with any commitments since it is not that big of a deal. According to Elliston promiscuity is seen as free love, where you can just meet someone and starting to fall in love with them. With this definition, it might be easier for some to understand it, as having freedom. It can also be recognized as having recreational sex, having sex just for fun. When the word fun comes with anything, it will be seen as attractive and easy going. Elliston has created a definition himself that better defined promiscuity. Promiscuity is defined as sex with a series of other adults not directly related through marriage and with no commitments; no promises of affection, sexual exclusivity in future (Elliston 144). Elliston also stated that for those who just want to get others in bed to have sex by lying, exploiting, and deceiving or something close to it are wrong. It is seen as wrong because it breaches the ethical principles that we all learned as a child, which is not to lie. When someone is lying about everything just because they are trying to get someone in bed to have sex with them, it is seen as very unethical. Promiscuity is seen as to the advantage of males and to the disadvantage of females because it is true that males do not have anything to lose while females will lose their virginity and at times their love. It has become exploitive; woman would get social blame but man would get sexual satisfaction. Promiscuity is not actually wrong but it is the double standard that is in places where woman is at a disadvantage in comparison to man. Promiscuity can not be defined as wrong all the time; the charges that it necessarily violates generally accepted a moral principle is false. (E lliston 146). Elliston is saying that the double standard that should be remove but not the promiscuity, since it is always seen as a disadvantage for woman. The female involved might not feel the same as to being cheated or being used for the man to have their sexual satisfaction but it might be the woman who is using the man to satisfy herself. Sex is just a body language in the form of body interaction between the two people that are willing to interact and it leads to pleasure. It also has a deep meaning behind it. According o Elliston, sex is more than thrusts and moans, caresses and sighsà ¢Ã¢â€š ¬Ã‚ ¦just as verbal language has a dimension of meaning beyond phonemes and morphemes, so body language has a significance beyond the intertwining of two bodiesà ¢Ã¢â€š ¬Ã‚ ¦Promiscuity has instrumental value in that it can facilitate the mastery of one kind of body languageà ¢Ã¢â€š ¬Ã‚ ¦sexual body language is learned through sexual interactionà ¢Ã¢â€š ¬Ã‚ ¦experiences enable an individual to develop a repertoire of gestures for communicating desire and affection and of decisive movements that clearly state intentions of love or amusement. People can be moved not only by the things we say but also by the things we do-with them, for them, or to themà ¢Ã¢â€š ¬Ã‚ ¦desire and satisfaction can be communicated not only through verbal exchanges, but also through a lingering look and an appreciative caress. To a shattered ego a physical embrace may express far more reassurance than its verbal counterparts, and a kiss may convey desire more eloquently than pleas or poemsà ¢Ã¢â€š ¬Ã‚ ¦The observance of this etiquette is an acknowledgement of the selfhood of the other. The acquisition of it is one of the opportunities promiscuity provides(Elliston 149). Based on this quote, Elliston is saying sex is a part of body language and the more you practice it the better you will get. The skills that you get from promiscuity will wider range of people outside of marriage or committed-relationships. Usually a married couple would be seen as only one man is allow to have dinner with one woman, which is referring to only having sex with the partner and that is it, third party is not acceptable (traditionally). Elliston sees having sex with one person at first before you decide to love that person or not. Pretty much he i s saying having sex first will be a pre-stage of trying out whether the persons sexual skill or chemistry from sexual intercourse will help you decide to love this person or not. Therefore Elliston is arguing that promiscuity should be allow and should not be seen as wrong because it is something for the two to try out and see if the chemistry is there. In Punzos view, sex before marriage or even having sex with no commitment is seen as wrong. Punzo has answered the question of is having pre-martial sex without any commitment wrong, with using Wilsons theory of sexual intercourse to compare it with playing tennis and Chessers theory of two people going to see movies together. Both Wilson and Chesser see it normal and there is nothing morally wrong about having pre-marital sex. At the same time, Punzo has disagreed with both of them stating that going to the movies or playing tennis with many people are just some general activities which anyone can encounter, but it does not necessary have to be the one you would have sex with, or have any sexual interest with. In Punzos view, sexual intercourse must be between two committed people, so having sex without any sort of commitment is wrong. Punzo states that commitment is a must before sex, as one must agree to commit to a relationship before they can move on to a new level in their rela tionship, through having sex, the two gives themselves to each other in the way of trust, expressing ones mind, and feelings through the most intimate activity, sexual intercourse. Punzo see Ellistons argument between sex and dinning is a wrong example because dinning and sex are two different things, it is in an extreme that it has nothing to do with each other, dinning and sex has no connection at all. Dinning can be with any friends, or family members, and it does not involve any sexual contacts. Yes, dinning can be with your spouse, partner but it can also be with someone else. Both eating and sex do give people satisfaction, but they are totally different from each other. Food is a need for people to survive but people can live with out sex. Ellistons theory is to have sexual intercourse with as many people as you can before falling in love, but Punzos theory is to be in love or have the necessary commitment before having sexual intercourse. The moral perspectives of both are totally different from each other. This is why Punzo would not agree with Elliston and vice versa. Ellistons argument has a defect to it, it is having sex with a number of people does not only increase the skills of ones sexual ability, but it also limits the important value of having the most intimate relationship with the other through sexual intercourse. I believe we all know that having sex with the one we love is the most loving and special feeling of being complete as a whole. If one is engaged in a sexual activity with many other people and then stated that the one is now in love with their partner is not a rational theory, but it is also very confusing and unreasonable that promiscuity does not damage a committed relationship. Having sex without any commitment, and isolate oneself with uncommitted sex is a view that may not be true. They can have sex without any commitment but they might realize more about themselves. It doesnt mean they are isolating themselves just because they do not involve in a committed relationship. Punzos full commitment does not have a clear defi nition, does it mean to be in a legal marriage with legal documents, and so if the two are just common-law couple then does that mean they are not legal? Punzo should have clear that term and have a better explanation of it. With the mutual understanding and respects towards each other with pre-martial sex, it is not going to affect the two negatively. It would not be harm if pre-martial sex will lead the two into commitment and onto future commitment, it would become a good thing. If pre-martial sex is happening then protection is needed to prevent any unexpected or unwanted pregnancy. In conclusion, both Punzo and Elliston has their pros and cons. Premarital sex should follow Punzos theory of sex, and they must involve commitment, but not with full commitment. Punzo did not clarify what full commitment means, if it meant at the stage of being legally married, then those who are only engaged or soon to be marry couples should not be having any sexual interactions. Also promiscuity must be permitted only if no one is being hurt and lie to as a result of promiscuity. It is true that Ellistons argument of double standard needs to be remove because it is only seen as woman being the one that are at a disadvantage, but sometimes it is not the case, woman would be out to lie to man just to get money or any material that need from the man. Therefore double standard should be remove but not promiscuity. Also promiscuity is a good way to practice ones sexual skills and ability in the bed, it is true to the term practice makes prefect, it would suit this practice of promisc uity closely.

Although the author makes the story up, he or she might base it on real events. Fiction writers write either short stories or novels. A SHORT STORY usually revolves around a single idea and is short enough to be read in one sitting. A NOVEL is much longer and more complex. Understanding Fiction CHARACTERS are the people, animals, or imaginary creatures that take part in the actions of the story. Usually, a short story centers on events in the life of one person or animal. He or she is the main CHARACTER. Generally, there are also one or more MINOR CHARACTERS in the story. Minor characters sometimes provide part of the background of the story. More often, however, minor characters interact with the main character and with another. Their words and actions help to move the plot along. The SETTING is the time and place at which the events of the happen. The time may be the past, the present, or the future; day or night; and any season. A story may be set in a small down or a large city, in a jungle or an ocean. The sequence of events in a story is called the PLOT. The plot is the writer’s blueprint for what happens in the story, when it happens, and to whom it happens. One event causes another, and so on until the end of the story. Generally, plots are built around a CONFLICT-a problem or struggle between two or more opposing forces. Conflicts can be as serious as a boy’s attempt to cope with his father’s illness or as humorous as a teacher’s struggle with a foreign language. The struggle between two opposing forces is called a CONFLICT. Every story has it. The conflict makes you keep reading the story to learn the outcome of the struggle. When one character fights another character or battles nature, the conflict is referred to as EXTERNAL CONFLICT. When the struggle takes place within the character, it is an INTERNAL CONFLICT. Although the development of each plot is different, traditional fiction generally follows a pattern that includes the following stages: EXPOSITION - Exposition sets the stage for the story. Characters are introduced, the setting is described, and the conflict begins to unfold. COMPLICATIONS - As the story continues, the plot gets more complex.

INTERACTION OF FISCAL AND MONETARY POLICY IN INDIA Introduction: Before understanding how the fiscal policy and monetary policy operate in coordination with each other, let us first understand the objective behind the formulation of these policies in brief. Monetary Policy: Monetary policy is the process by which monetary authority of a country, generally a central bank controls the supply of money in the economy by exercising its control over interest rates in order to maintain price stability and achieve high economic growth.The central bank in our country is Reserve Bank of India. The main objectives of monetary policy are price stability, controlled expansion of bank credit, promotion of fixed investment, promotion of exports and food procurement operations etc. Fiscal Policy: Fiscal policy refers to the expenditure that government undertakes in order to provide goods and services, and the way in which the government finances those expenditures.Main objectives of fiscal policy of our country are to reduce income inequalities through progressive taxation, to control inflation, to facilitate balanced regional development, employment generation, to allocate resources to social and developmental objectives, to reduce balance of payment deficits etc.At the outset, it must be recognized that both fiscal and monetary policies are essential components of overall macro-economic policy and thus cannot but share the basic objectives such as high economic growth on a sustainable basis implying equity considerations also, a reasonable degree of price stability and a viable balance of payments situation. However, all these objectives may not always be in harmony, and major concerns of each component may be different apart from the differences in time horizon of the concerned policy focus.For achieving an optimal mix of macroeconomic objectives of growth and price stability, it is necessary that the two policies complement each other. However, the form of complementarity will vary according to the stage of development of the country’s financial markets and institutions. In order to exercise these objectives there are certain tools available with the government and the central bank. Let us look at the tools available with the central bank to exercise monetary policy objectives effectively. There are five main tools which RBI uses to execute the monetary policy.They are repo and reverse repo rate, cash reserve ratio, open market operations, statutory liquidity ratio, and bank rate. The tools related to fiscal policy are public expenditure, income of the government, government borrowings. Evolution of monetary and fiscal policy interface in India: The framework for monetary and fiscal policy interface in India stems from the provisions of the Reserve Bank of India Act, 1934. In terms of the Act, the Reserve Bank manages the public debt of the Central and the State Governments and also acts as a banker to them.The interface between these two poli cies, however, has been continuously evolving. In the pre-Independence days, the Colonial Government adopted a stance of fiscal neutrality. However, requirements of the World War II necessitated primary accommodation to the Government from the Reserve Bank. In the post-Independence period, the monetary-fiscal interface evolved in the context of the emerging role of the Reserve Bank. Given the low level of savings and investment in the economy, fiscal policy began to play a major role in the development process under successive Five-Year Plans beginning 1950-51.Fiscal policy was increasingly used to gain adequate command over the resources of the economy, which the monetary policy accommodated. Beginning the Second Plan, the Government began to resort to deficit financing to bridge the resource gap to finance plan outlays. Thus, the conduct of monetary policy came to be influenced by the size and mode of financing the fiscal deficit. Consequently, advances to the Government under the RBI Act, 1934 for cash management purposes, which are repayable not later than three months from the date of advance, in practice, became a permanent source of financing the Government budget deficit.Whenever government’s balances with the Reserve Bank fell below the minimum stipulation, they were replenished through automatic creation of ad hoc Treasury Bills. Though the ad hocs were meant to finance Government’s temporary needs, the maturing bills were automatically replaced by fresh creation of ad hoc Treasury Bills. Thus, monetization of deficit of the Government became a permanent feature, leading to loss of control over base money creation by the Reserve Bank. In addition to creation of ad hocs, the Reserve Bank also subscribed to primary issuances of government securities.This was necessitated as the large government borrowings for plan financing could not be absorbed by the market. This, however, constrained the operation of monetary policy as it led to creati on of primary liquidity in the system and entailed postponement of increases in the Bank Rate in order to control the cost of Government borrowings. The Reserve Bank Act, therefore, was amended in 1956 empowering the Reserve Bank to vary the cash reserve ratio (CRR) maintained by banks with it to enable control of credit boom in the private sector emanating from reserve money creation through deficit financing.The single most important factor influencing monetary policy in the 1970s and the 1980s was the phenomenal growth in reserve money due to Reserve Bank’s credit to the government. With little control over this variable, monetary policy focused on restricting overall liquidity by raising the CRR and the SLR to high levels. The balance of payment crisis of 1991 recognized the fiscal deficit as the core problem. It, therefore, necessitated a strong and decisive coordinated response on the part of the Government and the Reserve Bank.Assigning due importance to monetary manag ement, fiscal consolidation was emphasized and implemented in 1991-92. An important step taken during the 1990s with regard to monetary-fiscal interface was phasing out and eventual elimination of automatic monetization through the issue of ad hoc Treasury Bills. Since inflation is viewed by the traditional monetarist approach as a monetary phenomenon, monetary policy is recommended as the major tool for inflation management.However, the role of fiscal policy in inflation control is also recognised both in terms of the impact of high fiscal deficit on aggregate demand and inflation as well as short-term inflation management through its policy of taxes and subsidies. Also, given the two-way interaction between fiscal deficit and inflation, optimal co-ordination between monetary and fiscal policies would be critical to achieve the goal of price stability. This section attempts to understand the role of fiscal and monetary policies in inflation management and the implications of the interaction between these policies on inflation.MSS scheme: Another example of fiscal-monetary co-ordination came in the form of introduction of the Market Stabilization Scheme (MSS). Under the MSS, treasury bills and dated securities were issued by the government. The scheme aimed at improving monetary policy that was expected to lose its efficacy in the face of paucity of instruments to sterilize liqu idity arising from large capital inflows that required intervention in the foreign exchange markets. The initial burden of sterilization was borne by the outright transactions involving the sale of dated securities and treasury bills.However, due to the depletion in the stock of government securities, the burden of liquidity adjustment shifted to LAF. The LAF was essentially designed to handle marginal liquidity surpluses/deficits. For absorbing the liquidity of a more enduring nature, the MSS was conceived. Fiscal-monetary policy co-ordination also received a fillip from the Debt Swap Scheme (DSS), which was recommended by the Finance Commission. It enabled the state governments to substitute their high-cost loans from the centre with fresh market borrowings and a portion of small saving transfers.How should the coordination be? In view of the complex nature of interface, coordination between fiscal and monetary policies has to be considered from several angles. Both are aspects of shared overall macro-economic policy objectives. Hence, at the first level, the question is whether the relevant fiscal-monetary policy mix is conducive to the macro objectives. The relevant policy mix relates to the level of fiscal deficit, the pattern of financing especially the extent of monetisation and the dependence on external savings.Secondly, whether operating procedures of monetary and fiscal authorities, especially debt and cash management are consistent and mutually reinforcing. The interactions between operations of monetary authority and public debt management described earlier in this part of the presentation are obviously relevant. Thirdly, whether credibility of both monetary and fiscal policies is achieved in a desirable direction. Thus, a credible monetary policy can help moderate interest rates provided the fiscal authority does not give rise to a different set of expectations.Fourthly, whether due cognizance has been taken of the fact that monetary and fiscal p olicy adjustments operate in different timeframes. Monetary policy as is well known , can be adjusted to alter monetary conditions at a shorter notice than fiscal policy. From my point of view, technology has done more to bring people together than to separate or alienate them. Therefore, I disagree with the statement. Here are some reasons why. First of all, technology has brought about a revolution in the way we communicate with each other through the use of cellular phones and the Internet. Thanks to these new mediums of communication, people are brought closer together. With access to cellular phones or the Internet, I am now only seconds away from communicating with distant friends. With access to these devices, the geographical distance between acquaintances matters much less than it did in the past. I can still maintain close contact with my family and friends, even if they are on the other side of the world. Evidently, technology makes people become closer than ever. In addition, technology has given us the means to travel great distances in relatively short periods of time for a relatively cheap price. Imagine having to travel overseas to visit your parents had you all lived a mere hundred year ago. Think of both the time and money such a trip would have cost! Now compare the difficulties of this trip a century ago with the relative ease and comfort of the same trip today. The technical innovations in transportation, as well as in communication, have only served to bring us closer together. In summary, I strongly disagree with the worn-out idea that technology ultimately separates and alienates people more than it serves to bring them together. A survey in the US points out that a typical teenager spends more time to watch television than to talk to his parents. This situation would not have been there a century ago. Infact the Amish people who live in Pennsylvania and Ohio states of the US do not have any televisions in their houses because they believe that it breaks up the family. They also have limited technology in their houses for having their families more closely knit. In conclusion, technology has been of tremendous help in bringing people across the world together, but it has made the smallest units of the society like the family less closely knit. Consider a family living below the poverty line, its members so not have access to resources or opportunites and this often leads to a feeling of being alienated. Technology allows us to take steps to reduce this social separatness and alienation by providing better opportunities, by providing cheaper access to information, greater acecss to opportunities. Good communication between partners allows trust to be built between everyone and enables everybody concerned to share their views and have them considered and valued. Having clear and effective communication between partners helps with the collection and sharing of relevant information between all parties involved regarding the child, which may also contain sensitive information. Clear and effective communication also ensures that everyone is working towards the same aims helping to prevent any misunderstandings between partners, with one of the aims being working together to meet the emotional, health and educational needs of the children. It will also help with the process of collecting and maintaining information/reco rds about the children providing an understanding of the childrens needs and requirements which then allows partners to provide the correct activities for individual children and maintain a safe learning environment for the children and young people. Regarding the importance of effective communication between parents/carers, clear and effective communication encourages the parent, carer or legal guardian to seek advice when needed and to use services provided which is the key to establishing and maintaining working relationships. Clear lines of communication also allow the parent/carer to discuss issues more freely and resolve problems with ease between partners if they feel there is foundation of trust built and good communication. Staff must be familiar and conform to the guidelines Confidential matters should not be discussed with colleagues unless necessary Information regarding the children, establishment and staff should not be shared with third parties unless it regards to safeguarding Confidential information must be handled with care stored securely Never leave sensitive paperwork/files unattended or where individuals who do not need to know will have access to them All records must be stored safely and password protected ensuring restricted access only Confidentiality within a setting is vital; breach of confidentiality is only acceptable when it is on a need-to-know basis. For example particular personal information may have to be shared with members of staff that specialize and deal with a childs health, welfare or well being. Breaching confidentiality within a childcare setting should only be done so in extreme circumstances, for example bullying, suspected child abuse and a medical emergency concerning the child. Within a childcare setting there is a responsibility to ensure that all information/records are correct, kept up to date and confidential, following the settings policies and guidelines and passed onto relevant staff members only. Information and details provided by the parents/carers is given in trust and concerns the child and their family. This information should only be shared between individuals who are directly involved with the child, for example a named carer or member of staff who works directly with the child. As a practitioner you may find yourself in a position where you want or need to share information but have been asked not to disclose any information. It may even be due to a matter of safeguarding a child within your care who you feel is at risk, putting you in a difficult position where you must break the confidence discussing it with your line manager. When you are in the position of having to share information and maintain confidentiality, conflicts or dilemmas may surface. For example you may find yourself being given confidential information by a parent who has trusted and confided in you as a practitioner discussing with you personal family issues, providing you with information regarding her husband leaving her and filing for divorce resulting in her feeling that she cannot manage and is also struggling to manage but requests that no one else is to be told this information. But as a practitioner being given this type of information gives an automatic concern for the child or young persons welfare. This then may result in causing conflict or dilemma because you were placed in a position of trust and confidentiality by the parent who confided in you and specifically asked you not to tell anyone else but you are also in a position where you must consider the welfare of the child or young person and speak to your line manager, the manager has to know this information in order to care for the child effectively bearing in mind the Children Act 1989 The w elfare of the child is paramount. But it is important that the parent(s) is informed that you are going to tell your line manager this information. Conflicts or dilemmas may also arise if a concern has been made about a child by for example a practitioner, key worker or manager directly to the childs parents. The parents may in fact feel there is no reason for concern or that there is nothing wrong and therefore request that there is no further action to be taken or required and that no confidential information is to be shared with any other outside agencies. Putting the person with concern in a difficult position as this concern regards the welfare of the child or young person involved. You may also find conflicts or dilemmas arising in relation to sharing information with partners and maintaining confidentiality in situations such as having concerns regarding a childs welfare because for example you have observed frequent bruising and the child is now refusing to get changed for P.E and appears nervous and jumpy. You want to share this information but it would be inappropriate to ask permission from the childs parents as this could possibly put the child at further risk of harm. Finding yourself in a very difficult position where you want to share information with a senior member of staff e.g. Line Manager or possibly with outside agencies. It is important to record information clearly, accurately, legibly and concisely, meeting legal requirements to ensure any decisions or actions that have been put into place for a child or young person are not forgotten or lost and to ensure that written records are not misspelt, are containing incomplete sentences and long confusing paragraphs making it more time consuming for an individual to find the information they are want. This also allows everyone involved regarding a child or young person to receive the most accurate and up to date information and records when required and will enable individuals to refer back to the information for future reference and for the monitoring of children and young peoples behaviour patterns, giving an insight on whether the childs behaviour has improved or gotten worse over time. It will also prevent any misunderstandings with any future reference at a later date and prevent any complications reading back on the written records. It is also impor tant because all written records need to be up to date, dated and signed to meet the legal requirements of the Data Protection Act 1998. All settings handling personal and sensitive information/records have a number of legal obligations to protect this information under the Data Protection Act 1998. Information must also be recorded clearly, accurately, legibly and concisely, meeting legal requirements for self protection reasons to ensure that there is documented evidence in the case of something happening, which will abide by the procedures and policies put in place within your setting. Communications and records are recorded and securely stored meeting data protection requirements by carefully carrying out the following: All written records must be stored carefully All records must be adequate, sufficient and relevant Paper records should be kept stored in a locked filing cabinet Electronic records must be (password protected) Invoices, bills and money details are to be stored in locked files (password protected) on the computer. Personal details about each child are to be kept within locked files and password protected documents on the computer. All records must be maintained, kept up to date and accurate Records and recording must comply with the Data Protection Act 1998 Personal information must be kept securely only used for the purposes it was originally stated for. Records must be kept safe and secure away from any unauthorized access. Within the setting the following actions are taken to record and store information securely meeting data protection requirements Invoices, bills, money details Are stored in locked files (password protected) on the computer which are only accessible to the manager. Outside agencies If there has been a meeting of any kind with an outside agency regarding a child or young person within the setting a detailed and clear report must be typed up and a copy of the report distributed to only the relevant concerning parties involved with the child or young person. Personal details about each child Each child within the setting has their own individual file containing personal and sensitive information from things such as letters to parents/carers to special dietary requirements. These files are securely locked away within a filing cabinet where they must be kept and used only for the purposes originally stated. These records are only shared with the childs family and contain sensitive confidential information which is then kept stored individually and securely. All young children within a setting have their development monitored and recorded on day-to-day basis but if a member of staff believes there is reason for concern or a parent/carer shares concerns regarding their childs development a meeting will be arranged where the concerns can be shared, the childs development record reviewed and where information can be gathered on the childs home life. If the conclusion is that the child in fact requires additional help and support with their development then the manager within the setting will complete the appropriate forms, which will then be sent to the corresponding agency(s) that will make contact with the parents/carers. For example a child who has been assessed as having a speech impediment would be referred to a speech and language team/therapist that will then assess the child and establish a programme that would then be put in place for them which would then be implemented by the teachers and TAs within a school setting. They may als o arrange one to one sessions for the child with the consent of the parents/carers and will assess the child to help recognize the cause of the speech problem or delay. Referrals are made to ensure that a child or young person is receiving the best possible outcome and start in life. Referrals are usually made by practitioners who observe and make recordings of the childs development and may pick up on any additional support needed, problems or difficulties the child may be experiencing. It is important to indentify a child or young persons needs as early as possible to ensure that the childs needs are assessed quickly and that they are referred to the appropriate setting or agency. Referrals are made for many different reasons such as concerns regarding a childs safety and welfare or well being etc. When a referral is required for a child who is in need it should ideally be accompanied by the consent of the childs parents/carers. If a child or young person is suffering significant harm or abuse then social services will be involved in their case, in some cases depending on the severity of the harm the police may be involved. Other children may suffer from different problems such as emotional and/or learning difficulties. For example a child who has been assessed as having separation anxiety and sensory issues may be referred to CAMHS where they will under go different investigations and have an occupational therapy assessment and may be seen by a child psychologist. Or a child may be displaying signs of behaviour problems and thought to be displaying signs and symptoms of ADHD such as inattention during class time. And therefore may be referred for an ADHD asse ssment after under going a CAF assessment. They may then be referred to a hospital and consultant where further testing may take place to find out the outcome. When a child is thought to be in need of additional help or support then a common framework is put into place known as CAF, CAF firstly provides a checklist to ensure that the childs needs are being met and are up to the standard requirements. If the childs needs meet the CAF standards required according to the checklist then a meeting would be held where the childs needs would be accessed and possible support would be discussed within the group, giving the practitioner the opportunity to share their assessments, plans and recommendations for support. It is important to provide a precise, accurate and factual view on the childs specific needs and requirements including both their strengths and weaknesses. A decision should then be made after the meeting on whether further support is required and a CAF may only then be completed once you have made an agreement with your manager and the childs parents/carers on whether the child requires additional help and support which is not provide d within the setting. During the CAF procedure the agreement will contain permission to share the findings of the CAF assessment with other agencies as sometimes outside agencies may need to be brought into the equation for the benefit of the child and their needs. You must have the parents permission for the competition of the CAF process when it is concerning a child and they should be kept well informed but a young person is required to give permission themselves. On competition of the assessment a plan must be built addressing the childs needs, this should consist of short and achievable goals for the child and should include how these targets can be achieved. Plans must be reviewed and updated on a regular occurrence and referrals must involve the parents/carers and a senior member of staff.
